پاکستان کا نیا فوجی سربراہ کون ہوگا؟
موجودہ صورتحال میں حکومت نے بظاہر نئے فوجی سربراہ کی تقرری پر غور کرنا شروع نہیں کیا ہے
پاکستان کا بااثر اور منظم ترین ادارہ سمجھی جانے والی پاکستانی فوج کے موجودہ سربراہ جنرل راحیل شریف نومبر کے آخر میں ریٹائر ہو رہے ہیں۔ اُن کی جانشینی کے لیے چند نام گردش میں ہیں جو کہ اِس وقت پاکستانی فوج میں لیفٹیننٹ جنرل کے عہدوں پر اپنی ذمہ داریاں نبھا رہے ہیں۔ بھارت کے ساتھ حالیہ کشیدگی کی وجہ سے فوج کی کمان کی تبدیلی ممکن ہوگی یا نہیں اِس بارے میں بھی چہ مہ گوئیاں کی جا رہی ہیں۔ لیکن موجودہ صورتحال میں حکومت نے بظاہر نئے فوجی سربراہ کی تقرری پر غور کرنا شروع نہیں کیا ہے۔
سینیارٹی لسٹ کے مطابق سب سے پہلا نام ہے لیفٹیننٹ جنرل زبیر محمود حیات کا ہے جو فی الحال جی ایچ کیو میں چیف آف جنرل سٹاف کے عہدے پر فائز ہیں۔ یہ فوج میں بہت معتبر عہدہ سمجھا جاتا ہے لیکن اِس سے قبل وہ ڈائریکٹر جنرل سٹرٹیجک پلانز ڈویژن بھی رہ چکے ہیں۔ اس عہدے کی ذمہ داری ملک کے جوہری اور تزویراتی اثاثہ جات کی حفاظت ہے۔
اِس کے بعد دوسرا نام لیفٹیننٹ جنرل اشفاق ندیم احمد کا ہے جو کور کمانڈر ملتان ہیں اور اِس سے قبل چیف آف جنرل اسٹاف رہ چکے ہیں۔ اُنھوں نے سوات اور شمالی وزیرستان میں شدت پسندوں کے خلاف فوجی کارروائیاں مکمل کیں۔ لیفٹیننٹ جنرل اشفاق ندیم احمد کے بارے میں کہا جاتا ہے کہ فوج کے سربراہ کے لیے جتنی آپریشنل اور اسٹاف ذمہ داریوں کی ضرورت ہوتی ہے اِنھوں نے وہ تمام ادا کی ہوئی ہیں۔
لیفٹیننٹ جنرل جاوید اقبال رمدے فی الحال کور کمانڈر بہاولپور ہیں لیکن اِس سے قبل سوات آپریشن کے دوران جی او سی رہ چکے ہیں۔ غیر ملکی تعیناتیوں میں دو اہم ذمہ داریاں نبھا چکے ہیں جس میں واشنگٹن میں بطور ملٹری اتاشی اور امریکی سینٹ کام کے ساتھ تعیناتی شامل ہے۔ یہی وجہ ہے کہ امریکہ میں چند سینیٹرز ایسے بھی ہیں جن کے ساتھ لیفٹیننٹ جنرل جاوید اقبال رمدے نے کام کیا ہے ۔ یہی بات بعض تجزیہ کاروں کے بقول فوجی سربراہ بننےکے تناظر میں اُن کے حق میں اور یہی بات اُن کے خلاف بھی جا سکتی ہے۔
جنرل راحیل شریف اس سال کے اوائل میں ہی واضح کرچکے تھے کہ ان کا ملازمت میں توسیع لینے کا کوئی ارادہ نہیں ہے۔
آخر میں لیفٹیننٹ جنرل قمر جاوید باجوہ ہیں جو آج کل جی ایچ کیو میں انسپیکٹر جنرل ٹریننگ اینڈ ایویلیوایشن ہیں۔ اِس سے قبل 2014 میں دھرنے کے دوران وہ کور کمانڈر راولپنڈی رہ چکے ہیں۔ جسمانی طور پر قوی الجثہ لیفٹیننٹ جنرل قمر جاوید باجوہ نے حال ہی میں اُن تربیتی مشقوں کی خود نگرانی کی ہے جو لائن آف کنٹرول کے اطراف کشیدگی کی وجہ سے کی جا رہی ہیں۔ اِن مشقوں کا معائنہ موجودہ آرمی چیف جنرل راحیل نے خود کیا تھا۔
ضروری نہیں پاکستانی فوج کا نیا سربراہ اِن ہی میں سے کوئی ہو۔ نئے فوجی سربراہ کی تعیناتی کا طریقہ کار بھی بہت واضح نہیں ہے۔ اِس کے لیے وزیرِ اعظم کا دفتر وزارتِ دفاع کے ذریعے جی ایچ کیو سے سینئر ترین جرنیلوں کے ناموں کی فہرست طلب کرتا ہے جو فوج کی سربراہی کے لیے موزوں ہو۔ اِس کے بعد فوجی اور سول خفیہ اداروں سے اُن ناموں کی ساکھ کے بارے میں رپورٹ طلب کی جاتی ہے۔ یہ وزیرِ اعظم پر منحصر ہوتا ہے کہ وہ ریٹائر ہونے والے فوجی سربراہ سے اُن کے جانشین کے بارے میں رائے طلب کریں۔
یہ بھی ضروری نہیں کہ تجویز کردہ نام کو نیا آرمی چیف بنایا جائے۔ وزیرِ اعظم اِس معاملے میں اپنے وزرا اور مشیروں سے بھی مشاورت کرسکتے ہیں اور آخر میں اعلان خود وزیرِ اعظم کو ہی کرنا ہوتا ہے۔
جنرل راحیل شریف اس سال کے اوائل میں ہی واضح کرچکے تھے کہ ان کا ملازمت میں توسیع لینے کا کوئی ارادہ نہیں ہے۔
نئے فوجی سربراہ کو کن مسائل کا سامنا ہوگا؟
حکمراں جماعت پاکستان مسلم لیگ (ن) کے سینیٹر لیفٹیننٹ جنرل ریٹائرڈ ملک عبدالقیوم کہتے ہیں ’میرے خیال میں سینیارٹی کے لحاظ سے شروع کے دو ناموں میں سے پہلے کو آرمی چیف اور دوسرے کو چیئرمین جوائنٹ چیف آف اسٹاف کمیٹی بنا دینا چاہیئے لیکن یہ اختیار وزیرِ اعظم کے پاس ہے کہ وہ کسی کو بھی بنا دیں۔‘
اُن کے خیال میں نئے آرمی چیف کو اِس چیلیج کا سامنا ہوگا کہ جو دشمن دراڑیں ڈال رہے ہیں اُن دشمنوں کا خاتمہ کرنا اور پھر ان دراڑوں کو ختم کرنا ہوگا۔ لیفٹیننٹ جنرل ریٹائرڈ ملک عبدالقیوم کے مطابق ’نئے چیف آف آرمی اسٹاف کو انڈیا کی گیدڑ بھبکیوں سے نمٹنا ہوگا۔‘
عسکری اُمور کی تجزیہ کار اور مصنفہ عائشہ صدیقہ کہتی ہیں کہ فوج کے اندر موجود ہاکس سمجھتے ہیں کہ کوئی طاقتور فوجی آنا چاہیے۔
’وہ لیفٹیننٹ جنرل اشفاق ندیم کو سپورٹ کرتے ہیں لیکن اگر وزیرِ اعظم کی بات چلے تو لیفٹیننٹ جنرل رمدے اور لیفٹیننٹ جنرل باجوہ کے درمیان رہے گی۔‘
عائشہ صدیقہ کا کہنا ہے کہ نئے آرمی چیف کے لیے سب سے بڑا چیلینج جنرل راحیل شریف کی تخیلاتی میراث کا سامنا کرنا ہوگا جو انھوں نے اتنے عرصے میں فوج کے اندر اور عوام کے درمیان ایک مسیحا کے طور پر بنائی ہے۔
واضح رہے کہ نئے فوجی سربراہ کی تعیناتی کا اختیار تو وزیرِ اعظم کے پاس ہے لیکن فوج پاکستان کا بااثر ترین ادارہ سمجھا جاتا ہے۔ اس کی رائے نظر انداز کرنا کسی سیاسی حکومت کے لیے آسان نہیں ہے۔ اس مرتبہ بھی ماضی کی طرح تمام نظریں نئے فوجی سربراہ کی تعیناتی پر لگی ہیں۔

MEANING: extremely timid, cowardly
EXAMPLE:
He is a yellow-bellied coward and never is
willing to fight for what is right.

MEANING: cowardice in character
EXAMPLE:
He has a yellow streak running down his
back and is not a good person to expect to
support you when things become difficult.
